City Hall is accessed from the bottom (existing Level 0) and is where the fans in those seats at the back of that tier may (or may not) have to move.
Surely City Hall can't be just for those 500 seats though? It's supposed to hold 3,000 so the eventual layout is going to be interesting. There's not much information there at the moment sadly.

Yes, but don't confuse City Hall with City Square. City Hall is hospitality effectively built inside the new stand.
