Yes that's called Dzyuba. Top scorer of the Russian League and currently, the second top scorer behind Ronaldo in the CL, with least amount of minutes played. He wouldn't cost much but his wages would be high.

On the other side, you have Paco Alcacer. Good striker, not sure how cheap/expensive he'd be tho.
