Your first sentence isn't correct in the slightest. He might be a bit of a laughing stock these days but on his good day, Pogba's bad day wouldn't be fit to lace his boots.Pogba shows more on a bad day than balotelli ever did to be fair.
He has far more natural talent, he's quicker with as much strength, and a bit like douglas costa has that all important athleticism to back it all up.
You have to consider that juve have dominated the italian league for a good while now, so some hangover is not unexpected from some players who have consistently produced. Pogba just needs a new challenge imo.

But for his size, speed, skill, and Athletism. You expect unbridled dominance. But what you often get is flashes of brilliance mixed in with periods o f disappearance.
Almost everyone I watch Juve, Machisio, Dybala, Morata and even the talent bereft Zaza ( whwn allowed to play) often seen to effect the game more than the mercurially talented Pogba.
Strange one that. He is almost like a luxury talent in a team full of industrious but talented subordinates.
