True, but I am not talking about money, I am talking re-building a squad, something Pellegrini has not done in the time he has been here. And to be honest Sterling and KDB are not his signings at all, they have been purchased for Pep to utilise

He hasn't reworked any of the core of the team, whether that's by bad planning and luck or deliberate I don't know. But he has signed enough to make a new squad so whilst he's been in charge I wouldn't say he's "had to work with what was there", one way or another there's been an evolution of the squad we had.
Cabarello, Sagna, Otamendi, Mangala, Demichelis, Fernando, Fernandinho, Delph, Negredo, Navas, Sterling, De Bruyne, Bony, Iheanacho in for Barry, Milner, Tevez, Balotelli, Richards, Lescott, Garcia, Dzeko, Nastasic and so on.
He's built his own squad for whatever his apparent style of play now is (the identity we haven't seen nor had since May 14). You could argue that some were bought with the future in mind, but then again what players aren't?
