Other refs' must have been puzzled by some of Clutterfuck's decisions. Surely PGMOL must also had concerns about his performance. Perhaps other ref's yielding to outside pressures was so widespread, PGMOL just turned a blind eye (and issued a ban on any manager making accusations).
