“City have no history”

Ironically saying a club has no history is just about the most plastic thing you can say, because you're telling the world that you think the collective experience of being a football fan is solely about winning trophies and that 99% of football clubs and football fans just don't exist because they didn't win something that season.
You could as a club win NOTHING in a 100 plus years (plenty have) and that club would be packed with so called 'History'
The only ones who shout about History probably have never set foot in their 'own' stadium...
 
At what point does something have “history”?

E.g if I start a business today then it has no history. If it’s still going in 100 years it has loads of history.

What’s the ‘history’ threshold?

For historians I think I was taught once it’s 30 years. Enough time for dust to settle, information to disseminate, key players like world leaders to leave office/die and emotions to cool down enough for things to be studied properly.

City already had three by then.

Only one United manager has taken United to the title since 1967. (Let's ignore he picked up a few).
 
For a club to survive over 125 years in existance despite hardships, failures, struggles and setbacks, obviously shows that Manchester City Football Club has a long and vibrant history that belies the current media narrative of "poor club made good by oil money", and if outsiders read it they'd find a much more interesting club than the red top media likes to portray us as being.

Champions of England, twice, multiple FA Cup final appearances and victories, League Cup victories, a European Cup Winners Cup, multiple champions of the Second Tier, attendance records, visit by the Monarch of the United Kingdom, relegations, promotions, relegations, promotions, ferociously dedicated support with a sense of gallows humour, an identity that other clubs have latched onto and sometimes imitated our cultural football influences, one that has been ever-present in the mindset of English football, successful or not.

Everybody in England knows Manchester City, everybody in English footbal had an opinion on Manchester City. It's just that now, everyone has the same opinion on Manchester City; the best team in the land in all the world. We've shouted it and known it for years, and now you're gonna believe us.
