Man City are a business that can get a multimillion pound complex international transfer done in conjunction with numerous legislations, regulations and legal authorities overseeing them, in about 2 days.
Why does CM take them a year?
It's not that they can't implement changes, it's that their priorities are not set in that direction. If they wanted to they could sort out literally every single issue by next week.
