Assuming he stays for most of his career he'll be top 3 minimum.
His peak is up there with Silva, De Bruyne and Aguero.

And in his position, pace in the legs is not absolutely vital. Pace between the ears is. Which he has in spades.1st on the team sheet. Rodri is the best midfielder in the world he has everything but electric pace. what a player.
