The balloon is flying in air space higher than civilian and military aircraft can fly in. It would be impossible to capture, by the time the helium comes out of it and it’s at a lower altitude it would be nowhere near the States.

Not quite. it was at about 39k feet, plenty of planes can and do go that high, but generally speaking it was higher than planes do choose to fly.
but there was no way they could "catch" it thats for sure. they could have used machine guns on a fighter jet to puncture the ballon and bring it down in a more controlled manor of they wanted.
Everything about they way this was handled though screams that they already know everything they needed to know about it and didnt see it as a threat.
they probably only shot it down due to the fact it go so much news time.
