Russia aren't necessarily closer as the USA have bases all over.
Russia are a bit preoccupied with their western border (Ukraine) atm.

cant see how this can be won from air strikes alone, once isis have rounded up a few hundred woman and kids and planted them in among themselves it will be impossible for the US to strike targets without killing innocents, i think this will end up a massive ground war
