Echoing what a few have already said in it appears Pep is taking Cole down the Foden route of bringing him into the team.

He will be on the bench for nearly every game for the foreseeable, especially given Torres injury & with 9 places on the bench in the league and up to 11 or 12 in the CL. He'll get a few late sub appearances here & there, probably start against West Ham in the League Cup and hopefully in one of the later CL games if were through. All this while training with the first team every day and topping up his minutes with an EDS game or 2 when he needs it.

Then if he keeps progressing you might see him get a surprise PL start later in the season when the games are coming thick and fast if we get to the later stages in the CL (Think Foden against Spurs when we won 1-0 & he scored).

Think its pretty clear how Pep wants him to progress and if Cole keeps doing what he's doing & keeps his head down working hard, he'll be a big part of the team next season
 
With the confident strut of Balo, the ball-striking of Matt Le Tiss, Kev-level awareness, a touch of gazzer's piss-taking, Berbatov's balance, a bit of hyperbole (a lot ?) is irresistable.
Back that up with the determination of Phil, ( probably the hardest to achieve) , lady luck's best side, and he might even be a starter! (sarcasm alert) . Good luck to the lad and kudos to the staff at the academy.
 
Hard to see how 3 minutes could benefit him in all honesty. Jim'll fix it type stuff .

He's following a similar integration path to Foden to be fair, albeit slightly older than when Foden first broke through.

Everyone was bemoaning the fact Foden was only getting 5-10 mins at the death of a game when he was first integrated with the team and meaningful minutes were rare - usually confined to cup games against cannon fodder.

But over time he saw his minutes increase, Silva left and suddenly we saw him become an integral squad member and then went on to become a key player for us.

Palmer's a bit behind Foden, purely in terms of where they were at the same age, but if Palmer keeps his head down and takes the opportunities when they come to him, I think over the next 1-2 seasons both Sterling and Mahrez aren't going to be here anymore, and that's where he grasps his opportunity after slowly bedding in this season.
