The EFL let a totally unfit person takeover for a quid, obviously no interest in protecting the club, more like wanting to asset strip given that is how he makes a living. And he remains in charge of the future of the club. That’s the nub of it.
I think in Bury's case it is quite complex and no single party has caused their downfall, it seems to be a combination of at least the current and previous owners and the EFL. This may go to legal proceedings although whether they can raise funds to proceed is another matter.

In terms of the current owner and the EFL, even if he had passed a fit and proper test based on his business history, he still didn't seem to understand anything about football or how to deal with the league governing body and was willing to gamble the club away. The question is, did the EFL understand what he was doing (was he acting intentionally or not) and should they have tried to prevent him? Maybe the owner was misled by advice from the EFL, maybe the owner's illness caused him to make bad decisions, who knows. On a broader scale, though, this isn't just about a business going under, or a team being thrown out of the league, it's about how the game is managed in the pyramid levels below the one we exist in. Should they be letting history disappear in this way? I'm not so sure. The club were potentially financially viable and could have been punished and the owner forced out with league assistance, but dropping them so far down the pyramid is harsh in my opinion.

The council have a restriction on the number of games that Pallet Park can host so that would rule out another team ground sharing.

maybe a merger of both clubs because Fcum are doomed and bury will need investment when they rebuild so they could jump 2 leagues if they merger and the pallet park sold back to the council for development

I guess if you have no connection to a club then it's easy to ignore it. My dad used to go to Gigg and then started following City when Bell moved but that's all the connection I have apart from the odd visit there when we used to play friendlies. If Stockport or Oldham find themselves in the same boat at some point I'll probably not care much to be honest.
 
bury must start at the very bottom of the ladder of the non-league and no helping hand by the FA because of the history of the club, the only way bury can rise from the mess is a complete new start and maybe fans owning club and having full control, but forget asking for help from manchester city again you are on your own this time
 
And what is wrong with that? Why should another club risk their place in the football league because another couldn't manage their finances? It's shit for the fans but I don't agree with anyone blaming the league 2 clubs for voting the way they did.
