The Govt doesn’t like protests and certainly didn’t like the BLM and Extinction Rev protests, hence this desire to stop all protests. There is already adequate legislation on the books to deal with the more disruptive protests and passing more legislation will not prevent anything, other than perhaps the chance to lock up people for a decade (shades of China), but it will likely just add more fuel to the protest fire.
The Clapham vigil/protest was an own goal, because the vigil could have taken place safely within Covid guidelines (others elsewhere did), yet there was a determination to make an example here because it was a ‘soft target’, ie just ordinary women and likely not to defy the banning order. When they did, examples had to be made, hence the PR clusterfuck.
The other reason for this attempt to strangle the right to protest is the State capacity to deal with protest which with our policing levels is severely compromised, so the hope is to prevent them happening because we struggle when they do.
If people feel strongly enough about an issue, there will be protest no matter how many laws you pass and if the State can’t cope beyond a certain level of protest then you weaken a populations adherence to the rule of law if you keep banning protests that go ahead anyway.
