Each country has its own moral zeitgeist.
Nothing is universally immoral. Johnson fucking a child is immoral in the uk but maybe not in Croatia. Unfortunately for him, he was in the UK.
Surely some things are humanly immoral/abhorrant.

Morality and legality are generally defined according to history, religion, tradition etc.I know it is, but does that make that person immoral?
Whereas we may find it immoral for an older man to have sex with a girl under sixteen, the Saudi's would would be okay with that provided she was married to the man. We would be okay with an unmarried couple having sex with each other provided they were over the age of 16 years, the Saudi's, however, would consider that immoral, regardless of the ages of the couple.
Morality is a fluid concept and is largely what a particular society chooses to make it.
