My other guess is they get it in the morning and its " oh can't take it to HoC for statement today because all the MP's are attending holocaust memorials in their constituency - can't come back Friday its not worth it as thats the way they head home so tell you what we will deal Monday"

The only gamble with that is they will have to put it in the Commons library as promised tomorrow or Friday so that gives the others an equal chance to go through it
