Not really no.
If I was overheard discussing a colleague or customer at my place of work, it would be considered unprofessional, and I and probably 80% of people on here get some trouble, I know that we had to do compulsory "training" to avoid these incidents about 3 years ago.
These guys are supposed to be professional broadcasters, not lads down the pub, and as such it is their responsibility to know if they are going out live or not. If they are, whether accidentally or not they should suffer the consequences, they are extremely well paid for what they do, and that should carry more responsibility for the individual.
Gray has been sacked it seems (can't see the video here at work) for a comment he made to a female colleague, that was "offensive", and while he made it before the other comments, it does suggest that its not a one off.
On a personal note, I'd happily see the back of Keys he's an @rse, I don't particularly like Gray either, but his football analysis is pretty decent, and it will be hard to fill his position with someone as good.
