I don't agree. Voting leave does very little to stop foreigners coming here, it just means EU citizens have similar instead of preferential rights to come here. Our actual immigration policy is as you say up to us and separate.What the Germans are doing is exercising a member states right to control their borders and who lives or stays there. We had the right to do that too but chose not to - then those behind that choice said the EU prevented us doing so ( as can be seen it doesn't) and used that as a pretext ( a lie ) to feed to all those who don't like foreigners to vote Leave.
