I think the truth is previously there was an obvious choice on domestic policy between the two main parties and brexit now adds a level of confusion. The waiting game will fail because the brexit split will be 50 50 for quite some time. Labour are hoping for something that will not arrive and that’s more clarity to how the wind is blowing. Like May they don’t know what to do so delay. Politicians whose sole purpose is gaining power cannot see a way to get it.
At some point labour and the Tories will be forced to make a decision one way or the other.
