The behaviour of the club and its hired guns (ShowSec) INSIDE the stadium is a contradiction to what they are asking for there.
Only a very select number of blocks are allowed to stand up and that is where what little noise there is comes from.
Yet against Sunderland, the match they asked people to bring flags/inflatables/singing voices, ShowSec were at their aggressive worst in trying to get the outer fringes of the 'allowed' standing area, Block 109, to sit down... no doubt with the threat of bans or eviction (it's happened to several in there).
So how, Manchester City, are we supposed to follow your instructions when you do NOTHING to facilitate an improvement to the atmosphere? The sterile atmosphere can be blamed in part on the fans, but in my opinion more on the club that does everything it can to stop fans having fun. People are INTIMIDATED into not expressing themselves by the pervasive feeling of 'sit down and shut up' that has spread around the ground.
Either create more areas to stand, sing, wave your flag/bananas, or stop pretending to care about the atmosphere and let our ground replace the Emirates as the laughing stock of English football.
NB: I know many want to sit, more than want to stand. But there are ways to drag those who want something different together elsewhere in the ground. Club campaigns, empowering the 1894 Group to 'recruit', or something. I am just one of many who would relocate if they freed a few blocks post-expansion for a big atmosphere project.

I had to relocate from Block 109 with my SC as I was regularly threatened with the possibility of being evicted because I stood up.
I'm not alone in this either, and a few Blues have SC's still in 109 but actually walk around to another block to stand there to avoid the conflict with Showshit staff.
I call on City as not being assed about the atmosphere, instead more concerned about people buying hospitality.
Meetings have been organised in the past (which I attended) and a few suits employed by City have shown interest in our views - but I'm seeing no improvements.
They tried a singing section which was a complete disaster as most of the tickets went to New fans who weren't even assed about creating atmosphere.
The main problem is different departments at the club who will have an effect on the Atmosphere having little to no engagement with each other.
As LoveCity rightly points out - it is almost like being inside some institution, afraid to stand out of line in fear of being banned from the stadium, arrested by GMP and so on.
This has an effect on the atmosphere.
We have discussed the solutions plenty of times now, City don't seem to be taking action (or atleast updating us on their actions to improve atmosphere) and everything we've seen them do has been a cheesefest and wank.
ooooh we're man city - we listen to you on city voice - we take your opinion via countless surveys... but we still do our own thing.
People need to realise there is two clubs in operation at City - the one we support, the team, the actual football side - and the other side, which make all the decisions but you don't see and they don't see you.
