Like you say they are GUIDELINES
some police authorities work to them some work to their own
Some do have a zero tolerance as my wife found when getting done for doing 32mph in a 30mph zone

If that were true, a lot more people would get tickets for speeding through average speed cameras. But they don't. I doubt these cameras even make a profit. I'm not even convinced they are even switched on.

The static ones do make a profit, because you might feasibly not see the massive yellow highly reflective reflective box at the side of the road or the big white sign that indicates there are speed cameras on the route.

Personally I don't mind if they make one billion dollars out of speed cameras, I am perfectly capable of looking down at my speedo every so often, not stamping my foot on the floor immediately afterwards, and not going above the big white number that coincidentally matches the big black number on the big red & white road signs, so I can only assume that knowitall pricks and dumb fuckers are being charged.

And it all helps keep my insurance premiums down.

I have on the M62 at near Huddersfield earlier this year. Allegedly 57 in a 50. Now I really couldn't recall doing it. I used that road a lot remember keeping to the speed limit give or take 2 or 3mph.
When they sent the ticket I was able to go online to see a photo of the alleged offence. But this was only 1 photo and showed no real evidence to back them up. I just took the fine and a speed awareness course.
I hear appealing usually turns out worse regardless. But I seriously doubt my average speed was 57mph.

I wish something, anything kept my insurance premiums down!!!

As for the average speed cameras I used the M60 through Bredbury every weekday for years and never got a ticket despite going an average of 55mph.

By the way speedo's on cars are usually 3-5mph higher than the actual speed you drive maybe explaining why few people have been ticketed by average speed cameras, just a thought though.
 
Sitting on the side of the road waiting to catch speeding drivers, a Massachusetts state trooper sees a car puttering along at 24 mph. He thinks to himself, "This driver is as dangerous as a speeder!" So he turns on his lights and pulls the driver over.



Approaching the car, he notices that there are five elderly ladies - two in the front seat, and three in the back, wide-eyed and white as ghosts. The driver, obviously confused, says to him, "Officer, I don't understand. I was going the exact speed limit. What seems to be the problem?"



The trooper, trying to contain a chuckle, explains to her that "24" was the Route number, not the speed limit. A bit embarrassed, the woman grinned and thanked the officer for pointing out her error.



"But before you go, Ma'am, I have to ask, "is everyone in this car OK? These women seem awfully shaken."
"Oh, they'll be all right in a minute, officer. We just got off Route 128."
