If you want Silva or Dzeko or Aguero to be treated the same as Balo, write me a list of their indiscretions which would draw such attention to them.

You only don't know of them as the media don't report on everything that every other player does.

I think the report is clearly rubbish based on DH's training thread but generally I think the reason Mario is cut slack by Mancini is because he is a match winner. Players like him dont work hard necessarily its not in their make up but they are the type of players you need to be successful. Speaking from my experience of playing footy, but not professionally obviously, at any level there are some players where you think they could work harder, they piss you off for not doing basic things well, BUT you would always forgive them that and want them playing because you know they can do things most players cant.

That could be part of your problem, stop looking at it in your head and start looking at it on the pitch. It would also help if you had realistic expectations of what a striker does while doing so. He doesn't have to be a world beater before he can be credited with having a good game.
