No. He's under 21 and therefore does not need to be registered as one of the 25. So he'd be like a bonus player really.

he has to have been trained for 3 yrs i believe.
That's to be classed as homegrown. You don't have to be homegrown to not require registration. It doesn't matter where you have come from or where you've trained, if you're under 21 years of age as of the end of the transfer window (when the squad lists are submitted) then you don't have to be registered as one of the 25 and will still be eligible to play.

I'm not so sure this is true. This has been debated to death on the main forum and it's still not clear if the home grown rule applies to the B list or not. If the Premier League is the same as UEFA then it does apply and Balotelli would have to go in the A list even though he is under 21.

The Premier League rules do not make it clear one way or another but most think it will be the same as UEFA.

Under the age of 21 when the transfer window ends is DEFINITELY WRONG. It's under 21 as of 01/01/2010

This is the only signing this season that i have been really nervous about. Yaya was a formality really as was Boateng, i didnt wreck my brains over silva (but i did want him) but Balotelli, God i want him to sign!

looks promising

pretty sure the UEFA and PL rules differ slightly - Balotelli is a freebie in squad terms until he is 21. the homegrown rule just doesn't apply to those under that age.

I used to think that too but now I think it's wrong. See if you can find an article that says one way or another rather than not mentioning it as an issue (I can't). The strong implication is that they do have to be home grown (see "our squad" thread) but it really could be either.

UEFA Rule:

Squad places reserved
The 'A' list that teams submit for UEFA club competitions will continue to be limited to 25 players, and from season 2006/07, at least two places on this list will be reserved for players trained by the club's own football academy and a further two places for players trained by other clubs from within the same association of the said club. The 'B' list will also continue to exist - involving an unlimited number of Under-21 players who have been at the club for two seasons.
