I'm not so sure this is true. This has been debated to death on the main forum and it's still not clear if the home grown rule applies to the B list or not. If the Premier League is the same as UEFA then it does apply and Balotelli would have to go in the A list even though he is under 21.

The Premier League rules do not make it clear one way or another but most think it will be the same as UEFA.

Under the age of 21 when the transfer window ends is DEFINITELY WRONG. It's under 21 as of 01/01/2010

I used to think that too but now I think it's wrong. See if you can find an article that says one way or another rather than not mentioning it as an issue (I can't). The strong implication is that they do have to be home grown (see "our squad" thread) but it really could be either.

The 'A' list that teams submit for UEFA club competitions will continue to be limited to 25 players, and from season 2006/07, at least two places on this list will be reserved for players trained by the club's own football academy and a further two places for players trained by other clubs from within the same association of the said club.
