Saw him play for a whole 10 minutes, first he ran straight into a defender and lost the ball, then he dribbled into the box, beating a few defenders before getting crowded out and lasty tried a cute chip of the keeper from outside the box at an angle which went close.
Definitely looked fast, skillful and confident.

I'm unsure but imo its the player that buys out. Look at Javi Martinez for example, Bayern gave him money to buy himself out. German team paying a Spanish clubs buyout so on that basis I'd say everyone. There maybe varients with tax though.
