Better street lighting and plain-clothes police in pubs - Johnson’s plan to protect women

How is it irrational? Women are considered an easy target. The disabled are considered an easy target.
My disabled wife was followed home from asdas a couple of years ago by a bloke who'd initially helped her in the supermarket. He popped up when she parked outside our house.
You have just described a journey, as horrible as it was, where some weirdo met your wife in a public place. He had no doubt been hanging around for ages looking for a victim. No offence to Kaz but she stated she was frightened to step out of her front door and walk to her car. The chances of meeting anyone in those few seconds is very very low.

If he'd been 'hanging about looking for a victim' why did he a; choose a woman, and b; a disabled one?

I'm sorry you are missing my point. I know exactly why he was hanging around and I feel for your wife, it must have been awful but it is totally different to what Kaz was saying and why I said she was being irrational. Your wife met a predator, to step out of your front door at the exact same time a predator is walking past is next to nil.
 
If you are convicted of a violent crime the criminal justice system should be set up to give you a huge prison sentence, trying to mitigate before the offence wont work.

There will always be people who attack people for whatever reason, the only way to deal with it is after the fact.

They cant give them a huge prison sentence when the jails are full of people who are there because they failed to pay their council tax / minor drugs offences / shoplifting etc.
