It's not. The referees already have a rule for diving. There it is below. Just start applying all of the existing laws, not just the ones you fancy.

Caution him then. If they apply their own laws correctly, players would learn to respect the laws, and the referees, and IFAB wouldn't need to create extra, more complicated revisions.
