Sadly I think that's what the Spanish governments plan is. Treat them so heavy handedly and badly that some bright spark decides to fight back, then declare them terrorists and use it as an excuse to clamp down on the whole independence movement. Utter shit houses. This is why police should be forced to wear easily visible identity cards of some sort, otherwise they know they are free to just attack people without consequence.
This should always be the case and you're right the police should be made to display numbers CLEARLY and faces so they can be held accountable for excesses of force and in many cases criminal activity. We should also expect the same for protesters of any denomination where hidden faces should be a no no.

Bringing in more safeguards making the police more accountable which result in actual convictions would be brilliant, as would arresting anyone throwing stuff or being violent with their faces covered.
