Normally it would be a few hours after the draw today, but it was more than 24 hours after last year. See what they say in the pre-amble to the draw.

I believe the web stream starts at midday on the UEFA site, can anybody tell me when it will be worth tuning in? 3pm? 5?

Yes but it’s a bit more involved than that. For the countries with four teams (England, Germany, Spain, Italy), that country’s broadcasters decide which teams they want playing on the same night in order to maximise viewing figures.
For example, BT would always do the pairings so that the rags and dippers wouldn’t play on the same night (not an issue this season of course). The Spanish broadcasters do the same for Real and Barça and the Germans for Bayern and Dortmund.
I’ve no idea what this season’s pairings for the English clubs are or if they’ve even been revealed yet - it’s possible that whoever’s set up the simulator is taking educated guesses.
