Merseyside police, who are responsible for policing in Liverpool and were present in Paris, said the vast majority of Liverpool fans arrived early at the turnstiles and behaved in an "exemplary manner"
Well, the vast majority would have behaved in an exemplary manner, but, if 500-2000 had already got in, or had started to balls-up the turnstiles and confuse the system, so that there was an unexpected pile up of fans outside, kettled, confused, and not likely to be going anywhere anytime soon, the authorities are left with a choice.

That choice is, stay calm and let things happen, knowing the build-up might get worse, or nastier, knowing that the turnstiles aren't working and there's already loads of jibbers inside already; or, take the initiative that some of them were probably looking forward to - shift the crowd away, to pre-empt a worse issue from developing, and thereby, fuck the innocent fans - their very hard luck, but, hard luck, nonetheless.

We all know that you cannot ask a crowd like that - desperate to get in - to go back. It won't happen. Once a decision was taken by whoever it was to disperse the crowd, a mess and unhappiness was inevitable.

It was as inevitable as it was forseeable.
