I live in London and travel and accommodation booked for both Portugal cities.
Looking at it from the UK government POV, wouldn't it now be better if it WAS in Portugal?
If it is Wembley will just be a load of people congregating in London with or without tickets.
In Portugal, will be less people due to the hassle of going if you haven't got a ticket.
That is my view on their thinking, not my individual opinion.
I can understand the concerns of City and Chelsea fans going to Wembley without tickets. I wonder if they’re that worried about thousands of England fans swarming around Wembley in a months time?
