If you read the article it also says these restrictions only apply to those attending the match and not those who fly to Porto to enjoy the occasion but don't go to the match will not be subject to the same restrictions?? Sounds a bizzare thing to say.

Seems the rules maybe you can only gain only gain entry to the stadium if your on an organised charter day trip then you must stay in bubble, go to stadium, fly straight out. Anyone going independently to Porto no admittance to stadium. Visible on a few sites now and comes from Portuguese Foreign Minister.
May explain why city are only planning a day trip and no details released yet
