The 1700 tickets sold by uefa were open to everyone , nothing to do with Chelsea

Does this mean that if you bought one you need to be in neutral clothing?

It will be fine. They have not mentioned anything about it so legally they can't do anything. That section will likely be all City anyway.

I think you have misread my post, Chelsea returned 800 of their 5800, these were then sold as part of the 1700. If Chelsea didn't return the tickets there would have only been 900 on sale from Uefa.
