Not really sure what all the fuss is about. It’s a clear handball and clear encroachment. I want Chelski out but the ref has just followed the rules

That's a bit of a stretch, I'd say it's a soft 'Liverpool' handball. You see them given but it's rare, it's one from a few years ago where they decided if the ball hits your hand it's automatically a penalty no matter what happened.

I don’t think it matters unless the ball comes back to them, there was a penalty scored once (Pele, I think) where the penalty taker passed the ball backwards from the spot and the ball was smashed in the net.
