I saw it in today's daily mail,I've also read somewhere that Portugal is reviewing it's rules Feb 9 but I'm guessing any changes won't be in before Feb 13 before we fly ?

I think the rules on flight arrivals are in force until 9th February rather than the review on that date with an announcement before on any changes. It's difficult to confirm this though via Google.
