You are misunderstanding me. We can have as many as we want...they would just have to take a foreign spot. 5 English and 16 Foreign still works.
Oh ok, that makes sense. So if Zabaleta and Bony leave, we'd have space for Stones and Sane (this would require Zinchenko to go on loan). After that, who'd we be able to leave to make space for another player - like Thiago or someone? Or is the plan just to make two more signings?

Yes exactly. Think of it as no MORE than 17 foreign players. Within that 17 we can have English players if we want. Keep in mind that we are one OVER our limit right now so add Yaya to that list and you are good for getting Sane and Stones in.

If we go for more than that...Kroos, Suarez, Perez we have to offload one for each incoming.

The key issue is 17 from where ever i.e. foreigners (for both PL and CL squad rules). Beyond the 17 above we can have 4 association trained (AT) and 4 club trained (CT) for the CL, the PL doesn’t distinguish AT and CT and allows 8 of either. Under 21’s are not limited for PL so all EDS players can play and that rule allowed Nacho to play early last season. However in CL under 21s have to be registered for 2 years and then they are unrestricted – hence Nacho being out of contention until taking one of the 17 spots over Nasri last January. Nacho will hit the 2 year mark in time for the January 2017 list and will be under 21 so he will drop out of the 17 spots in January.

No restrictions, and qualification doesn't cup tie you. See Martial last summer - played the qualifier for Monaco, played the groups for United.

I still haven't seen anyone show anything that confirms the 2 years starts from his work permit being granted - that makes no sense from a FIFA perspective, as being registered with a club is completely different to a player being able to play for you. Players on loan, like Unal, are still registered as Manchester City players, regardless of work permits.

I think it's much more likely the 2 years runs out on October 3rd - 2 years after he joined us officially.

There was a great deal of smoke and mirrors around the signing of Nacho, it was never announced / confirmed by the club but i'm pretty sure someone on here posted up a link to the FA registrations for January 2015 which confirmed he had been registered as a city player that month. The consensus at the time was he would be eligible as a U21 for Champions league from this comming January. He was on a precontract that allowed city to sign him once he turned 18, the January window was the first oportunity after he turned 18.

I believe the rules state he must have 2 years where he was eligible to play for us. That doesn't happen until the work permit.

So we have to lose 3 players from those 20, or lose 2 from there and 1 HG.

Nasri, Delph, Yaya seem the most likely to me. We've heard lots of stuff about Fernando and Navas staying, I haven't heard anything about Delph. Nasri and Yaya seem 50/50.

Maybe Zinchenko will play in the league, but not the Champions League.
