I'm guessing it means its being approved before submission, probably by UEFA

i would say that is true for every player apart from Jovetic, i think he could be convinced to stay as he is young, developing and will fit into an extended CL squad next season. Any other player, more senior, will not take it and are all players hovering around the exit anyway.
