Did they spend more than they were permitted under the sanctions?
No. Then again we shouldn't have been hit with anything like the same sanctions. We only failed to a level approaching PSG because we failed by a couple of million to be able to discount pre June 2010. wages. The true picture was that we were only a few million away from actually passing FFP.
 
Signing David Luiz for 50 million for a start i.e ignoring UEFA Sanctions. I'm quite surprised if this is the case actually considering Platini's son plus his own involvement with Qatar and PSG.
He didnt cost £50m. And they sold players as well, the UEFA conditions were nett spend.

However they obviously didn't (a) ensure not to increase their wage bill or(b) keep their adjusted loss to less than €20m.

I haven't got the original sanctions from UEFA handy but I think there was a distinct difference in wording between us and PSG.

So from Khaldoon's interviews this year and last: we worked closely with uefa and discussed all our dealings with them in a spirit of openness and cooperation, and all our financial targets have been achieved exactly as they were planned.

What a polite way to say UEFA moved the goalposts!

So are we still doomed then or ok?
We appear to be out of the woods, PSG's all seem to indicate longer term sanctions (presumably because of the piss taking with the Qatar sponsorship).
That said, ours seems to indicate 2 years of transfer limitations which doesn't appear to be the case so who knows? Well, I hope City do obviously.
 
UEFA really should be making a much more public declaration of where City stand.
Of course they probably won't.
They've mentioned it 'in passing' a couple of times, but there's been no formal announcement (as far as I know).

The 2 year transfer limitations was always a strange clause, as it didn't mention the lifting of it if we met out targets, but judging from Khaldoon's statement (and all his previous ones) we believe we're back to 'normal' now.
