Nothing against you personally. We're just a bit miffed that while we have been growing our club organically based on increasing revenues due to success on the pitch your owners have been financially doping pumping money into arsenal in the form of interest free 'loans'. Coupled with your dubious links to Emirates this is middle east sports washing at its worst. The game is gone.
I believe City voted in favour of these shareholder loans originally. In the latest case they claimed that allowing these but not reviewing the PL's revised APT approval process provided an unfair advantage to clubs whose owners were bankrolling them.

And that's fair enough, pretty sure none of us are getting a mortgage from a bank at 0% any time soon.
 
Yes, 14 clubs will be required to vote in favour of the proposed changed rules. This puts the PL in an impossible position-they need a minimum of 14 clubs to agree to change the rules so they comply with the law (as ludicrous as that sounds) and most clubs won't want a change because it will mean they fail PSR (equally ludicrous) they are fuked!
