They have a venue to book, security/events management etc, then the music and comedy acts etc, probably a host. There is a lot of expense that goes into booking an event like this.
I don't understand why people don't expect to be charged.
It costs more than £25 for a music gig, or comedy gig. You're getting both in one, with a few surprises i'm sure, and it's all City themed. May not be everyones cup of tea, but great for the kids and I can think of worse events to spend £25 on.
They just need an open training day so the kids can enjoy it
Maybe the powers that be have got us mixed up with the New York franchise. ;-)

I'm sure it will be a top night for people that like that sort of thing, awards, music and comedy and all for only £25. Cheaper than any gig you will go to this year. And no one is forced to go, but as usual the most vocal are the moaners that won't even be going.
