The problem isn't with Romelo, it's with his father. His dad wants him to learn his trade and get match experience under his belt rather than sit on the bench or in a youth team at one of the top clubs. Plus, his father won't allow a move unless his brother is included in the deal also.

Not sure where you keep getting this story about his brother: his father has always been very open as to why he's not allowed to move right now: he needs to finish his school. Once he has done that he's free to move to whatever club he chooses.
The same thing happened with Kompany btw, his parents kept him in school and only allowed him to move after he finished it.
