Thoughts.
Single tier.
The only issue I see is this. If City want to create a proper safe standing section at the bottom of a redeveloped NS, where fans can stand and sing, that will force all the other City fans behind them to stand, which the club and the local authorities, Council, H&S, Police, etc won't allow.
I'm more inclined to think City will do a double tier, retaining the current NS lower tier for a safe standing section, and a much larger upper tier, where City fans can sit.(or stand for the big games)
Spurs new stadium and the single tier.
One thing to note about Metrolink is that they are proposing to introduce zonal fares which may make it cheaper to get to the match. Rather than buying point to point tickets (eg Prestwich to Etihad Campus) you would be a zonal ticket which will mean you would buy a daily travelcard for specific zones. This will allow unlimited travel in zones the ticket is bought for.

Two zones (1+2)
- Single: £1.40
- Daily travelcard (off-peak): £1.80
Two zones (2+3 or 3+4)
- Single: £2.80
- Daily travelcard (off-peak): £3.40
Three zones (1+2+3)
- Single: £2.40
- Daily travelcard (off-peak): £3.00
Three zones (2+3+4)
- Single: £4.00
- Daily travelcard (off-peak): £4.20
All zones (1+2+3+4)
- Single: £3.20
- Daily travelcard (off-peak): £3.80
- Single: £4.60
- Daily travelcard (off-peak): £4.80
Makes it more expensive from Ashton (return), but only by 20p. However, that’s more than the price of a pint over the full season.
