They count, but Palmer's only scoring those penalties because he's at Chelsea. People are acting like he'd have 23 goals for City this season if we'd not sold him when the fact of the matter if he would barely be making a difference. Convinced to this day that him missing that penalty kept us up the following season. No chance we'd have been able to juggle UEFA Cup football with that team. We finished nine points above the drop but only because our form in the first half of the season was so good. Having a good taker is vital, and he's certainly got that confidence (although it'll probably take missing one or two to find out if that's just ignorance of the pressure), but they're still padding.
Nicolas Jackson has apparently never taken a penalty, but then neither had Cole when he joined Chelsea. if Jackson had been on the pitch at Burnley at the start of the season, as centre forward, he could well have been the one to grab the ball that day. If he was the 20+ goal scorer, would Palmer still look as good?

The point about penalties being stat-padding given the league conversion rate (meaning the difference between the best and worst penalty takers is nominal) is very much relevant.
