They are attacking. Their tactics are pretty clear, try and hit Bayern on the counter without over-committing.
Chelsea have basically admitted they're not as good as Bayern and as such have adopted tactics that will give them the best chance of winning the game. What's wrong with that?
What are people expecting them to do? Say "Well we're not as good as these but so that the people at home get to watch a good game let's throw men forward and get stuffed 4-0?" No. They're doing everything they can to win the game.

Good God almighty between Chelsea's zero attacking attempts and Bayern's appauling ability to do something half decent with they are in front of goal, the game is sure to go to penalities. Or the game will be decided on a moment or brilliance or stupidity..in this game..it'll probably be stupidity.

They trying to do what they did at Barcelona... Park the bus and hope they a lucky break. It'll eventually frustrate Bayern and Chelsea will catch them sleeping. Incredibly negative, but effective. Chelsea don't deserve to win, but they probably will... No matter what nob heads like Oliver Holt might tell you.

Exactly. Some comments in here are ridiculous.
I'd say only Mata & Cole would possibly start for Bayern as both teams stand at the moment, yet people in here expect Chelsea to open up against a better side.
The coaching staff decide on the best tactic to win the game. It's as simple as that. They don't tell their players to go out and simply put on a crowd pleasing show for the neutrals. It's simply, win this for yourself and your fans.
