what fifa should do is recind the card given to kaka, then ban keita for 5 games.
it will end this form of cheating overnight.

The solution to this kind of cheating is in the hands of the administrators. Unfortunately, if they attempt to solve the resultant issues in the same way as our FA retrospective disciplinary committee then they will simply make the cheating problem worse.

Rugby seems to have little problem with citing players. Can't see why it couldn't work in football, other than the problem of FIFA and our FA being in charge of it.
