No chance, all the other tickets are already accounted for going to the 'FA family' and also 'Club Wembley' who have an allocation in spite of it being at Villa Park.

But Club Wembley was half empty at Wembley - in City and Utd sections

If they don't give City and Chelsea more seats then the ground will be 1/3 empty
