It's based on tests - i.e. a sample of the population. Short of testing everyone it's about as good an estimate as you will get.
They are counting 60,000 tests out in the post but not back and tested,they are pissing in the wind

Edit 25,000 households is 9,000 people ,it is a huge jump to use that sample size out of 67 million people,many of whom have no symptoms

I think there's a margin of error involved as with any measurement but all the sample tests they have done are consistently showing the same trend and it fits in with the dropping hospitalisations, usual testing, deaths etc. It also fits in with what we see in Europe. There doesn't seem to me to be any good reason to question these results, and they inform Restart.
 
What's the general view about crowd noise or not with games?

BT have had some Bundesliga games with a background noise and others without. Personally I'm happier with a muted 'crowd' noise rather than just hearing the bench shouting. It's nowhere near what I've experienced for almost 60 years of match going but equally I've never experienced a lockdown before either.
