Corruption doesn't necessarily mean money changes hands. It's an abuse of power for personal gain which can mean anything from brown envelopes to job promotion or to simply keeping your job.Corrupt would infer there is a large organised process that includes money changing hands.

If I am the head of procurement at a large company and get you a contract because you are my mate, that is corruption. All referees want to do the cup final and they Deffo all want the rags v dippers, for some reason the latter is considered a highlight of the season.
