He could score four times in the second half, but this first half is exactly what he delivers 99% of games and why he’s not a serious option

Didn’t know there was a topic on him here. He’s not even good enough for Benfica (yet), nevermind city... Furthermore he doesn’t fit your playing style at all, quite the opposite
Interesting article about Benfica’s academy and Gonçalo Ramos in The Guardian yesterday

Maybe his game needs to evolve.

We have good players coming out of the academy but don’t expect them to start in the first team very often. Our coach doesn’t like academy players, for example he sold cancelo and Bernardo in his first stint both for 15M before they even played for the first team (and he was training Bernardo at left back...)
All those academy players (Renato, Guedes, Semedo, Ederson, Lindelof, Felix, Dias, etc) got there opportunities with other coaches, who did a great job fitting them into the first team.

Now it is happening the same as before. For example, Gonçalo Ramos debuted for the first team last year in the last matchday, subbed in at 86 min with 0-2 and scored 2 goals to make it 0-4. This year he started in the B team and in the first 3 matches in the 2nd division he scored 7(!) goals. Since then they brought him permanently to the A team, but he almost doesn’t play, because the coach doesn’t like academy players. A player at this age needs to play to evolve, but they don’t care...

Benfica just drew 0-0 in the Portuguese league and their coach Jorge Jesus gave an interview saying the teams lacks a player that puts the ball inside the net. Lol
