IMO, he is already in Top 5 English Premier League Centre-Backs.

I obviously am not privy to City's transfer dealings or negotiations, but this sounds like bullshit of the highest order.
This is the story : Chelsea have rejected a £30m bid from Manchester City for 25-year-old Brazilian defender David Luiz. City are in the hunt for defensive cover with Micah Richards out of action for 10 weeks through injury.
Now let's examine this closely. City have a 4th central defender in Rekik, our problem is having a good enough one that is readily available currently. This would not cost 30m (we could buy pretty much any central defender in Europe for 30m).
David Luiz is a LEFT-SIDED CENTRAL DEFENDER. Quite what his acquisition would have to do with Micah's injury, I have no idea.
Would it be intelligent to spend 30m on defensive COVER ?
Now saying all of this, I actually quite rate him as a centre-half, and think that he and Vinny would make a superb long-term partnership (with Joleon being in his thirties he can fight with David Luiz for his place short-term)..

I wouldn't know how to classify him, but he is an amazing player. I agree he "lacks defensive discipline", but I'd love him at City. Would finish the jigsaw.
