Not like they need the cash either is it? Only way it would happen would be if Luiz himself wanted to move, which I see as unlikely. He has compatriots there, seems settled in london, (TS regularly read out his fucking tweets), and being at Chelsea would be deemed just as exciting as being with us right now. Unless he clearly saw us as favourites for the league and other cups, I can't see why he would want to move. If it was from any other club, and I include United in that, then yes but good things could be happening at the Bridge these coming seasons, just as they will be here. Now let's examine this closely. City have a 4th central defender in Rekik, our problem is having a good enough one that is readily available currently. This would not cost 30m (we could buy pretty much any central defender in Europe for 30m).
David Luiz is a LEFT-SIDED CENTRAL DEFENDER. Quite what his acquisition would have to do with Micah's injury, I have no idea.
Would it be intelligent to spend 30m on defensive COVER ?
Now saying all of this, I actually quite rate him as a centre-half, and think that he and Vinny would make a superb long-term partnership (with Joleon being in his thirties he can fight with David Luiz for his place short-term)..
