Offer comes in, Wolfsburg have no intent to sell - then you as Klaus von Twatface say, what? "Player isn't for sale. We reject City's offer out of hand."

To say "there is no offer" doesn't seem to fit that fact pattern. Unless there is in fact no offer yet?

Allofs did the same with Schurlle... he denied over and over again and then all of a sudden he was signed...

Allofs is liar and this is probably a good sign with this happening quietly...

Or this is wolfsburg's way of asking city to up the offer...
